What size do Twitch emotes need to be?
112x112, 56x56 and 28x28 pixels, as transparent PNGs. Twitch asks for all three separately rather than resizing for you.
Will my emote read at 28 pixels?
Only if it is simple. At 28 pixels you have roughly a silhouette and two or three colours, so a bold face or shape works and anything with text does not.
Who can use my channel emotes?
Subscribers, and they can use them in other channels too. That is much of the appeal - your emote travelling into other chats is free advertising for the channel.
